Minutes of a special meeting of the Bois Forte Reservation Tribal Council held November 20, 2008 at the Lake Vermilion Sector of the Bois Forte Reservation, Minnesota.

Moved by Ray Toutloff; seconded by Cathy Chavers; to approve the minutes of a regular meeting held October 15, 2008 at the Lake Vermilion Sector of the Bois Forte Reservation, Minnesota.  Carried 4-0-0.

 

Elders Committee:  Marge Holmes said there was a complaint about the dryer at the elder unit in Pineview.  Housing was called and nothing was done.  One tenant was told to go to the Laundromat at the store.  Robbie Goggleye said Housing is looking for a new washer and dryer.  There is a problem with the money being taken out of the machines so the new machines will have a card instead of being coin-operated.  Robbie will have the machines by the second week in December.  

 

Marge Holmes said Rosemary Strong’s driveway gets washed out and has trouble getting in and out.  Ray Toutloff said he will work with Marty Connor on this.

 

Phyllis Boshey asks if there is Class 5 gravel for sale.  She said they share a driveway.  Her husband used to get gravel for it.  When the driveway is plowed the gravel gets pushed off the driveway.  Ray Toutloff said he will also talk to Marty Connor about this.

Phyllis Boshey asks about the lease lots and trespassing.  Someone tried to burn her house, and she is having problems with gangs.  She said she was told anyone can go on her lot because she doesn’t own it.  She feels roads should be put in before lots are given out.  In regard to the Center area, that area is being trashed and needs to be cleaned up.  Phyllis said there was a situation with Terry Anderson and a letter of apology should be sent to him.  Chairman Leecy asks Corey Strong to set up a meeting between the Council and Terry Anderson.  Phyllis, in regard to hunting, there are all kinds of rules and regulations added all the time, that our people should be educated so there aren’t so many rules and regulations.  Gary Donald said there should be something in the lease to protect the lessees from infringement.  He also said there are Band members married to non-Band members.  They have children who are Band members.  There should be something in place to protect the non-Band member because if something happens to the Band member the rates go up for the non-Band member.  Chairman Leecy said there will be a community meeting in Vermilion and this will be discussed.  Corey Strong is to have an informational booth at the State of the Band to inform lessees of what they can and can’t do on their lots. 

 

Marge Holmes said there are complaints that Housing is getting the electricity rebates and is supposed to be turning them over to the occupants but that isn’t happening.  Robbie Goggleye is to check on this and give a report to the elders committee.

 

Marge Holmes said the elders are going to have a bake sale on Monday at the Nett Lake ENP.

 

New staff:  Robbie Goggleye introduces Ron Day who is the term Elder Worker and Don Villebrun who is the new Maintenance Worker.

 

Moved by Cathy Chavers; seconded by Ray Toutloff; to adopt resolution #57-2009, rescinding resolution #179-2007 that issued a new lease to Lester and Karen Drift.  Carried 4-0-0.

 

Moved by Ray Villebrun, Sr.; seconded by Cathy Chavers; to adopt resolution #58-2009, rescinding resolution #137-2007 that issued a new lease to Wendy and Leonard Thompson.  Carried 4-0-0.

 

Moved by Cathy Chavers; seconded by Ray Villebrun, Sr.; to adopt resolution #59-2009, residential lease – Edith M. Villebrun.  Carried 4-0-0.

 

Moved by Cathy Chavers; seconded by Ray Toutloff; to adopt resolution #60-2009, approval of the State of Minnesota Grant #B43-2184 (infrastructure for the 36-unit duplex housing project at Vermilion), and authorizing the Chairman and Secretary-Treasurer to execute the grant agreement.  Carried 4-0-0.

Phyllis Boshey said to build the duplex housing unit at Nett Lake because of the high cost of fire protection and the council doesn’t want to pay it.  Chairman Leecy informs Phyllis a four-year agreement was just signed with Greenwood Township and the duplex housing project will also be discussed at the community meeting.

 

Moved by Ray Toutloff; seconded by Cathy Chavers; to approve the 2008 Christmas Lighting Contest with prizes of 1st - $300.00, 2nd - $200.00, and 3rd - $100.00 at three locations:  1) Nett Lake, 2) Palmquist, Indian Point, Sugarbush, and 3) Vermilion.  Carried 4-0-0.

 

Moved by Ray Villebrun, Sr.; seconded by Cathy Chavers; to approve the request from the College of St. Scholastica to use the Bois Forte logo on their brochure about the CSS Social Work Degree project they will be offering at Bois Forte.  Carried 4-0-0.

 

Moved by  Ray Toutloff; seconded by Ray Villebrun, Sr.; to approve the 2008-2009 Intertribal Agriculture Council membership dues in the amount of $200.00.  Carried 4-0-0.

 

Moved by Ray Toutloff; seconded by David Morrison, Sr.; to adopt resolution #62-2009, approval of the 2009 National Indian Gaming Association membership dues in the amount of $3,500.00.  Carried 4-0-0.

 

Moved by Ray Villebrun, Sr.; seconded by Cathy Chavers; to adjourn the meeting at 11:14 a.m.  Carried 4-0-0.
