Elders Committee: Justin Boness said the water is black at the Assisted Living Center.
Discussion is held on the water at the Assisted Living Center. Council is informed it is the hot water that is coming out black so it must be the hot water. Carol Burr is to replace the hot water heater.
Justin Boness said a council member is supposed to be attending the elder meetings. Also a commissioner is to be attending. There was neither at the last elder meeting.

Justin Boness said the elders want to know if the grantwriters can write a grant for a roundhouse either at Nett Lake or Vermilion.
Ray Toutloff said that is being worked on. There is a group that just started meeting in regard to it and they just had their first meeting. They are looking for as much donated help, volunteerism as possible. Ray said he is looking into obtaining some red pine logs. But before they go any further they need to talk to the council and the strategic planning group.
Justin Boness said the animal problem at Palmquist and Vermilion is getting worse and worse. Corey Strong said the conservation department received 15 calls about animals since the last RTC meeting. They destroyed 8 of those animals. But they are being told by some of the elders to not destroy the animals. Also when an animal is destroyed the people get another pet right away. People are also taken to court.
Council suggests a progressive policy on the fines with a bigger amount each time.
Jeneal Goggleye will check with Indian Health Service to see if they will come up and do a clinic to spay or neuter cats and dogs.
Mary Strong said she has a beaver coming into her yard. It already cut down six trees. Corey Strong said he talked to someone and will be giving them a contract to get the beaver.
Lester Drift Sr. said there is also deer ticks. There was an elder lost to a deer tick. Lester thinks the dogs should be let go once in a while to chase away the deer, also the fox and the raccoons.
Justin Boness said everyone is getting pretty low on propane. Corey Strong said nothing can be done until the state sends the money. And it isn’t known how much the state will send. Corey said it wouldn’t be fair to ask the council for $10,000 and then the state only sends $5,000. Corey said the state might cut the program in the future.
The elders finished their Mission Statement. Mary Strong reads it.
Marcella Connor said she wants to thank Shane Drift for his help when him and Vern Connor cut up her firewood. Marcalla said now someone is stealing her firewood.
David Morrison Sr. informs everyone the Vets’ Dinner is tomorrow. He goes over the schedule and what all will be happening at the dinner.
Mary Strong thanks the council for sending the elders on the trip. She said each year the trip gets better and better. She said one place the children sang to the elders in their native language. Mary said it would be good for our children to do that.

Mary Strong said the store should have signs on their products, one in our language and one in English.
Marilyn Geshick said they got letters asking for suggestions for a winter carnival. Marilyn asks where the money is coming from for a carnival. Marilyn is informed the letter came from Leanne Hoffman. She is working with Maurice Champagne who wants to do a winter event with dog sledding, elders telling stories, things to get the children out of the house. It would be held sometime in January.
New Staff: Andy Datko introduces Ellen Morrison who is the new Maintenance Technician. Tara Geshick introduces James Ryan who is the new Solid Waste Technician.
Sidra Starkovich is requesting approval to pursue the community cultural recreation project for the ICDBG 2012 grant proposal. It would consist of two ballfields, one at Nett Lake and one at Vermilion, and upgrades of the two powwow grounds.

Moved by Cathy Chavers; seconded by Ray Toutloff; to adopt resolution #34-2012, approval of the Bois Forte Sex Offender Registration and Notification Act (SORNA) Code and the Bois Forte Sex Offender Registration and Notification Act (SORNA) Policies and Procedures Manual, effective November 16, 2011. Carried 4-0-0.

Moved by Ray Toutloff; seconded by Brandon Benner; to approve the increase of 1.5% to the overall funding levels for the 2012 self funded health plan effective January 1, 2012. Single contract changed from $930 per month to $944 per month. Family contract changed from $390 per month to $396 per month. Carried 3-0-0.

Chairman Leecy said if the gift card policy is approved, then a resolution to oppose the IRS tax rules on gift cards should be approved and forwarded to the National Congress of American Indians (NCAI).

Moved by Ray Toutloff; seconded by Cathy Chavers; to adopt resolution #35-2012, opposing the IRS Tax Rules on gift cards. Carried 4-0-0.
Moved by Cathy Chavers; seconded by Ray Toutloff; to approve the 2011 Christmas Lighting Contest with the exclusion of the day when the contest will be judged. The prizes are $300 for 1st, $200 for 2nd and $100 for 3rd at three locations, Nett Lake Village, Vermilion, and Indian Point/Palmquist. Carried 4-0-0.
