Minutes of a special meeting of the Bois Forte Reservation Tribal Council held May 21, 2014 at the Lake Vermilion Sector of the Bois Forte Reservation, Minnesota.

 

Meeting called to order at 9:23 a.m.

Keith Secola plays the flute and sings a song in honor of all in the room and families.

 

Chairman Leecy informs the audience the honor guard will be traveling with him, David, Brandon to the State Capitol for the unveiling of a plaque honoring all Native veterans.

 

Moved by Ray Toutloff; seconded by David Morrison Sr.; to approve the agenda.  Carried 4-0-0.

 

Brandon Benner said the section of the minutes, page 2, paragraph 3, is too brief, just two sentences, that out of respect to the people that were targets of that conversation, that section needs more elaboration.  Chairman Leecy said Miranda Lilya did most of the responding and that section needs her comments.

 

Moved by Ray Toutloff; seconded by Brandon Benner; to table the minutes of a special meeting held April 30 at Nett Lake, Minnesota, for more elaboration on the minutes.  Carried 4-0-0.

David Morrison Sr. directs Corey Strong to send a letter of apology from the council to those staff people that were involved.

 

Elders Committee:

Donald Chosa Jr. said at the last elder meeting a vote was taken and they elected Hank Mesabe as the new Vice-President of the Elder Committee. 

 

Donald Chosa Jr. said hands out a letter that was received from the Center of American Indian and Minority Health informing Donald that Bois Forte was awarded a grant in the amount of $13,824.00.  Donald said this grant funds the language immersion camp.

 

Peggy Connor said at the quarterly council/elder meeting the elders were asked to update the elder needs program.  On May 12 the elders tabled that elder needs program until they get more information and then they will recommend what to do with that program.

 

Peggy Connor said this past weekend about twenty elders went to the Elder Feast at Northern Lights which they have been going to for the past three years.  This time they had an issue, they did not have a driver for the Vermilion van. So Janet Thompson drove and Brandon Benner assisted them with getting her a room at Fortune Bay.

 

Peggy Connor said the elders want to thank Gene Boshey, Tara Geshick, Mike Connor, and Travis Morrison for donating walleyes for the elders.  Peggy said the elders will have their walleye feast a couple times.

 

Peggy Connor said the elders want to thank Big Woods Transit, Andy Datko and Jennie Rowland for assisting the elders again with transportation for the elder events.

 

Beverly Steel gives an update on the trip to the elder feast at Northern Lights.  She said they checked in, got $20 gas cards, there was a talent show, a walleye feast, music, and a dance exhibition.

 

There are no new tribal government employees to introduce.

 

Moved by David Morrison Sr.; seconded by Ray Toutloff; to sole-source dental equipment for the Nett Lake Health Clinic.  The equipment will be purchased from Henry Schein Dental as follows:  X-Ray Sensors in the amount of $44,622; X-Ray Software in the amount of $5,995; and X-Ray Conversions Program in the amount of $6,894.  Carried 4-0-0.

Moved by Ray Toutloff; seconded by David Morrison Sr.; to approve the revision to the Tribal ID Policy as presented by Angie King.  Carried 4-0-0.  Angie King is asked to regularly publish the process for getting the ID’s. 

 

Moved by Karlene Chosa; seconded by Brandon Benner; to approve the submission of the State Head Start Grant.  Carried 4-0-0.

 

Moved by Ray Toutloff; seconded by David Morrison Sr.; to adopt resolution #113-2014, lease cancellation, Brianne Brodeen Peterson.  Carried 4-0-0.

 

Moved by David Morrison Sr.; seconded by Brandon Benner; to adopt resolution #114-2014, new residential lease, Craig Gilbert.  Carried 4-0-0.

 

Moved by Karlene Chosa; seconded by David Morrison Sr.; to adopt resolution #112-2014, Deputation Agreement between the Bois Forte Band and the Bureau of Indian Affairs, Office of Justice Services, that permits law enforcement officers employed by the Band to have authority equivalent to that of BIA, Office of Justice Services officers within the territory of the Band.  Carried 4-0-0.

 

Moved by Karlene Chosa; seconded by Ray Toutloff; to remove Tara Geshick from the Urban Office Election Board.  Carried 4-0-0.

 

Moved by Ray Toutloff; seconded by Brandon Benner; to appoint Eugenia Boshey to the Urban Office Election Board for the 2014 Tribal Election.  Carried 4-0-0.

 

Moved by Karlene Chosa; seconded by Brandon Benner; to approve the request from the General Election Board to work during the weekend of Saa Gii Ba Gaa Powwow on Saturday and Sunday, June 7 from 9 am to 5 pm and June 8 from 10 am to 3 pm.  They will work in at the government and community services building and gate off the areas so people will only have access to the area where the election board will be.  Carried 4-0-0.
