Moved by Cathy Chavers; seconded by Ray Toutloff; to approve the agenda with the additions of 1) Don Chosa with a grant application to the Otto Bremer Foundation and 2) Ray Toutloff with a donation to the 1854 Authority. Carried 4-0-0.
Moved by Ray Toutloff; seconded by David Morrison, Sr.; to approve the minutes of a special meeting held December 3, 2008 at Nett Lake, Minnesota. Carried 4-0-0.
Elders Committee: Marge Holmes said the Bingo party went well. She thanks the Council for everything that was done. Marge is asked if all the elder’s driveways were plowed. She said they should all be.
There are no new staff.
Moved by Cathy Chavers; seconded by Ray Toutloff; to approve the agreement with Sarah Anderson for dietician services for the Bois Forte Health Service Programs, community members and clients of the Nett Lake and Vermilion Clinics. Carried 4-0-0.
Janelle Burton informs the Council the Northeast Continuum of Care Committee will be conducting a service count of unsheltered homeless people based on their use of non-shelter services such as soup kitchens, food pantries, Health Care for the Homeless facilities, outreach programs, and mainstream social service agencies. Janelle is requesting approval for local service providers to conduct the survey on January 29 or 30 for the night of January 28, 2009.

Moved by Ray Toutloff; seconded by Cathy Chavers; to approve the formation of the Victim Services Advisory Committee and the By-Laws, pending legal counsel review and approval. If legal counsel makes changes the by-laws need to come back for approval. Carried 4-0-0. There are to be six members with a quorum of four.
Moved by Ray Toutloff; seconded by Cathy Chavers; to approve mini-internship contracts (20 hours) with Raini Boshey and Renee Johnson who are attending Mesabi Range Community and Technical College and will be working with the Chemical Dependency Program. Carried 4-0-0.
Gary Adams asks if Bois Forte is going Title 4-E for Indian Child Welfare. Deanna Drift said Bois Forte does have Title 4-E status. Deanna Drift, Jeneal Goggleye, and Billie Mason are to meet and discuss how and who will do this. Jeneal Goggleye will contact Mark Anderson to see if Bois Forte still has Title 4-E status.
Moved by Cathy Chavers; seconded by Ray Toutloff; to approve using UNUM for the Long Term Disability (changed from Hartford) and Life Insurance (changed from US), for the Bois Forte Tribal Government employees and the Bois Forte Development Corporation employees, effective February 1, 2009. Carried 4-0-0.
Moved by Cathy Chavers; seconded by David Morrison, Sr.; to approve using Delta Dental for Dental Insurance for the period January 1, 2009 – December 31, 2010. Carried 4-0-0.
Moved by Ray Toutloff; seconded by Cathy Chavers; to approve the 2009 Health Insurance with CSS. Carried 4-0-0. Staff are to be asked what benefits they want next year.
Moved by Ray Villebrun, Sr.; seconded by David Morrison, Sr.; to approve the submission of a grant application to the Otto Bremer Foundation for funding for the emergency programs for food, housing, health care and transportation. Carried 4-0-0.
Moved by Ray Toutloff; seconded by Cathy Chavers; to approve the purchase of gifts for the 1854 Authority staff. Carried 4-0-0.
